Among them, specific requirements have been made for the electrolytic aluminum and steel industries in adjusting the industrial structure and implementing the peak production.
In terms of adjusting the industrial structure: new areas, such as cement, flat glass, coking, electrolytic aluminum, and casting, are strictly prohibited in key areas. Strict implementation, electrolytic aluminum, cement, flat glass and other industries to replace the implementation of production capacity. Guide and urge local governments to actively promote the orderly exit of excess capacity in industries such as cement and flat glass. In 2018, we will reduce the production capacity by about 30 million tons, and strive to complete the goal of 150 million tons of capacity during the 13th Five-Year Plan. By the end of 2020, Hebei's production capacity will be controlled within 200 million tons. Strictly prevent the re-ignition of the strip steel. In terms of peak production: key areas will implement peak production in key industries in autumn and winter. All local high-emission industries such as building materials, coking, casting, electrolytic aluminum, and chemical industry have scientifically formulated peak-peak production plans, implemented differentiated management, and refined the peak-peak production plan to enterprise production lines, processes, and equipment. If the enterprise fails to complete the task of rectification and transformation on schedule, it will be included in the local peak production plan and the production will be suspended. Increase the production and control of industrial enterprises in autumn and winter, strengthen the supervision and inspection of the production of peaks, and strictly prevent the occurrence of cross-cutting production and the expansion of the scope.
