In the latest update from the photovoltaic industry, it has been revealed that the 2012 "Golden Roof Project" — a major initiative led by the Ministry of Finance and the Ministry of Housing and Urban-Rural Development — has received full approval and is set to be launched soon. This project involves 126 total projects with an installed capacity of 321.6 MW and a total grant of 1.823 billion yuan. Among all provinces, Shandong (including Qingdao) stands out with 17 selected projects, making it the top province in terms of participation.
Shandong has not only secured the most projects but also leads in both total installed capacity and subsidy funds. The province's total solar roof installation capacity reached 44.97 MW, with a total of 258 million yuan allocated for subsidies. Following closely behind are Liaoning and Jiangsu, with capacities of 41.67 MW and 39.7 MW respectively. This initiative marks another significant step in China's support for the solar energy sector, following the previous "Golden Sun" program.
The "Golden Roof" project includes various demonstration sites across Shandong, such as Jinan’s solar photovoltaic building integration project and Liaocheng’s photovoltaic industrial building demonstration. These projects collectively have an installed capacity of 36.97 MW and will receive a total subsidy of 208 million yuan. Notably, three of these projects are located in educational institutions, including Jiaxiang County No. 1 Middle School and Weishan Yizhong Solar Energy Optoelectronic Building Integration Demonstration Project.
Qingdao, on the other hand, was approved for three projects related to building-integrated photovoltaics, including the Haiba Lingang Park and Yifan Shipbuilding projects. These contribute an additional 8 MW of capacity and 56 million yuan in subsidies.
Subsidy rates for the "Golden Roof" project range from 7.5 to 9 yuan per watt, depending on the level of integration with building structures. Projects with high integration, such as those using photovoltaic components as part of the building envelope, receive the highest subsidy rate of 9 yuan/W. General building-integrated systems receive 7.5 yuan/W. All projects must be completed by the end of 2012.
Compared to the "Golden Sun" program, the "Golden Roof" offers slightly higher subsidies and focuses more on BIPV (Building-Integrated Photovoltaics), which integrates solar technology directly into architectural elements like roofs and facades. While the "Golden Sun" supported a broader range of projects, including rooftop installations, the "Golden Roof" emphasizes aesthetic and environmental integration, promoting a more sustainable approach to urban development.
