In some countries, the use of hormones in livestock is banned, but the regulation of antibiotics is even more complex. In the United States, there are currently no clear and unified laws governing antibiotic use in animal farming, making it a topic of ongoing debate. To put it simply, farmers and breeders are not legally prohibited from using antibiotics. After all, just like humans, animals can get sick and require treatment. The real issue lies in whether the amount used is excessive, which could be considered "abuse." This situation is similar to what is happening in China.
Professor Ding Huanzhong from the College of Veterinary Medicine at South China Agricultural University explained that, given the current farming conditions and environment in China, the use of antibiotics is sometimes necessary. Broiler chickens, for instance, are prone to diseases, and certain medications are essential. Even in the U.S., chickens are known to use antibiotics, according to the Ministry of Agriculture. As long as they are used properly, following prescribed methods and ensuring the required withdrawal period — the time before animals can be slaughtered after treatment — their use is acceptable.
Currently, 80% of antibiotics sold in the U.S. end up in the bodies of chickens, pigs, and cattle. However, meat producers are not required to report how or how much antibiotics they use. There is no mandatory system in place to track the specific types or quantities of antibiotics administered to animals.
The U.S. faces multiple contradictions when it comes to antibiotic use. While some researchers advocate for stricter regulations, large poultry producers often resist such measures. Additionally, the oversight of poultry farming falls under the U.S. Department of Agriculture, while the use of antibiotics is regulated by the FDA. This division of responsibility creates challenges in enforcing consistent policies.
In 1977, the FDA attempted to ban the use of certain antibiotics in agriculture, but agricultural interests in Congress pushed back, leading to the rejection of the ban. Since then, the FDA has tried to regulate antibiotic use in veterinary medicine, including the use of cephalosporins — a class of antibiotics commonly used to treat human infections like pneumonia and urinary tract infections.
William Flynn, deputy director of science policy at the FDA’s Veterinary Center, noted that while human antibiotic use can be closely monitored through the country's healthcare infrastructure, tracking usage in animals is far more difficult. Farms and pastures lack the same level of data collection and reporting systems, making it hard to monitor antibiotic use effectively.
At present, the FDA’s main focus is on preventing feed manufacturers from selling antibiotics without a prescription. In April 2012, the agency recommended banning the use of certain antibiotics for growth promotion and requiring farmers to obtain prescriptions for others. This move represents an important shift toward more responsible use.
Fleing, a representative from the FDA, emphasized that the agency is taking action to ensure antibiotics are used cautiously in animals. He believes that requiring farmers to obtain a prescription before using certain antibiotics is a significant step forward.
According to Professor Ding Huanzhong, China already has detailed regulations regarding the use of antibiotics in animal farming. Some antibiotics require prescriptions, while others do not, and these rules are well-established. He stated that China's regulatory framework in this area is relatively comprehensive and does not need to be listed in detail.
