Shenyang traffic police will strictly investigate traffic problems such as not wearing safety belts

On March 25th, at 7 a.m., Shenyang kicked off a city-wide traffic mobilization campaign with a launch ceremony. This year marks the final stage in Shenyang’s efforts to become a civilized city. The local police have announced a series of strict measures aimed at curbing traffic violations, including initiatives like not answering calls while driving, avoiding pedestrians actively, and more. These ten key campaigns are part of an ongoing effort to improve road safety and discipline. Among the new enforcement actions is the use of cameras, video recorders, and electronic police systems to capture infractions such as illegal lane changes, reckless driving, and failure to yield. Drivers caught not wearing seat belts, using phones while driving, or failing to give way to pedestrians will face stricter penalties. Additionally, the "Electronic Police" system has been expanded to monitor minor violations, ensuring greater accountability on the roads. The city also plans to target illegal use of sirens and horns, especially among large vehicles that improperly install sound devices. Violators will be fined, forced to remove the equipment, and held accountable for their actions. Nighttime enforcement will be intensified to tackle hidden violations, and inspections of old, unregistered, or tampered vehicles will be increased. Efforts will also focus on cracking down on counterfeit license plates and online scams related to traffic violations. In a symbolic gesture, Xu Wenyou, deputy mayor and head of the Public Security Bureau, personally visited a downtown traffic post to distribute safety materials to citizens. From March 25 onward, Shenyang launched the “10, 100, 1,000, and 10,000” public participation campaign. This initiative involves 10 types of community members—such as volunteers, students, officials, and local leaders—in traffic management. Over 100 companies and institutions will join the effort, and 1,000 traffic posts will be set up across the city, involving schools, communities, and government offices. At least 10,000 people will participate daily in promoting traffic safety and order. This campaign represents the largest and most comprehensive traffic management effort in Shenyang's history, reflecting the city's commitment to creating a safer and more orderly environment for all residents.
