At 7 a.m. on March 25th, Shenyang kicked off a city-wide traffic mobilization campaign with a launch ceremony. This year marks the final stage of Shenyang's efforts to become a civilized city. The local police have announced strict measures to combat traffic violations, including ten key initiatives such as prohibiting drivers from using phones while driving, ensuring they yield to pedestrians, and avoiding reckless lane changes.
The campaign also targets "illegal violations" through enhanced monitoring. Cameras, video recorders, and electronic traffic enforcement systems will be used to capture offenses like illegal lane changes, running red lights, and not wearing seat belts. Drivers caught violating these rules will face strict penalties, including fines and mandatory corrections.
Additionally, the police are focusing on noise-related violations, such as illegal use of sirens and horns. Vehicles found with unauthorized sound devices will be punished, dismantled, and fined. Nighttime enforcement actions will be intensified to tackle traffic issues during late hours.
Old vehicles, those without valid license plates, and unregistered cars will be inspected more thoroughly. Electronic police systems with both positive and negative snapping functions will be upgraded to catch those who tamper with or hide their license plates. Online and offline fake information campaigns will also be investigated and prosecuted.
On the same day, Deputy Mayor Xu Wenyou visited a busy intersection in Nanjing to distribute traffic safety materials to citizens. From March 25 onward, Shenyang launched the “10, 100, 1,000, and 10,000†socialized traffic management initiative. This includes 10 types of community participants, 100 local organizations, 1,000 public traffic posts, and at least 10,000 volunteers daily to promote road safety.
This is the largest and most comprehensive traffic management campaign in Shenyang’s history, aiming to create a safer and more orderly environment for all residents.
