In 2014, the second Senior Officials' Meeting of the Asia-Pacific Economic Cooperation (APEC) took place in Qingdao, Shandong Province, on the 14th. This significant event brought together over 300 representatives from all 21 APEC economies, along with members of the Secretariat, the Business Advisory Council, and various observers. Li Baodong, Chairman of the APEC Senior Officials’ Meeting and Vice Minister of Foreign Affairs, chaired the session and delivered a keynote address.
Before the official meeting, more than 40 preparatory sessions were held by various APEC committees and working groups, with approximately 1,600 participants involved in the discussions. The two-day Senior Officials’ Meeting served as a crucial platform for reviewing APEC’s progress and advancing cooperation across multiple sectors. It also paved the way for the upcoming 22nd APEC Informal Leaders’ Meeting, which was scheduled to take place in Beijing in November.
Vice Minister Li emphasized that under the current global context, there is strong interest among APEC members in strengthening regional cooperation. Since the start of the year, member economies have engaged in extensive dialogue on key issues under the theme “Co-constructing the Asia-Pacific Partnership for the Future.†China advocated for further consensus-building and the development of a comprehensive results framework for the leaders’ summit. The goal is to foster closer collaboration and ensure sustainable growth and economic prosperity throughout the Asia-Pacific region.
During the meeting, delegates engaged in detailed discussions on three major topics: advancing regional economic integration, promoting innovation-driven growth, and enhancing infrastructure connectivity. They also explored the initiation of the Asia-Pacific Free Trade Area and exchanged insights on strategic initiatives such as APEC’s blueprint for global value chain development and its trade and investment strategies.
The conference focused on the “five pillars†of economic reform, new economy, innovation, inclusive growth, and urbanization. Specific areas covered included structural economic reforms, fiscal and tax policies, the digital economy, green growth, blue economy, and strategies to overcome the middle-income trap. Discussions also centered on expanding consensus on the Asia-Pacific interconnection blueprint, including public-private partnerships, investment channels, and personnel exchange.
China placed great importance on the meeting, actively promoting practical cooperation. The Ministry of Foreign Affairs and the Ministry of Commerce introduced several cooperative initiatives and ideas. China also shared details about the planned activities for the leaders’ meeting in November and outlined the vision for the outcomes. Delegates praised China’s initiatives as forward-thinking, pragmatic, and ambitious, highlighting their significance in shaping the highlights of this year’s APEC leaders’ meeting and supporting long-term regional development.
Throughout the event, Qingdao hosted welcome activities and cultural performances for the attendees. Delegates expressed admiration for Qingdao’s natural beauty, rich cultural heritage, and dynamic economy, which they saw as a reflection of China’s development philosophy and future prospects.
As the host of APEC, China will organize a series of events throughout the year. The third Senior Officials’ Meeting and related sessions are set to take place in Beijing from August 6th to 21st, followed by the main summit activities from November 5th to 11th.
