In 2014, the second Senior Officials' Meeting of the Asia-Pacific Economic Cooperation (APEC) took place in Qingdao, Shandong Province on the 14th. This high-level gathering brought together over 300 representatives from all 21 APEC economies, along with members of the Secretariat, the Business Advisory Council, and various observers. Li Baodong, Chairman of the APEC Senior Officials' Meeting and Vice Minister of Foreign Affairs, presided over the event and delivered a keynote address.
Before the main meeting, more than 40 APEC-related committees and working groups held preparatory sessions, with approximately 1,600 participants involved. The two-day meeting served as a crucial platform for reviewing APEC progress and advancing cooperation across multiple sectors. It also set the stage for the upcoming 22nd APEC Informal Leaders' Meeting, scheduled to take place in Beijing in November.
Vice Minister Li emphasized that APEC members have high expectations for the future of the forum. Since the start of the year, discussions have focused on key themes such as "Co-Constructing the Asia-Pacific Partnership for the Future." China has called for greater consensus and a clear results framework ahead of the leaders' summit. The goal is to strengthen partnerships and drive sustainable growth and economic prosperity across the region.
The meeting addressed three major topics: promoting regional economic integration, advancing innovation and development, and enhancing infrastructure and connectivity. Delegates engaged in detailed discussions on the establishment of an Asia-Pacific Free Trade Area, as well as strategic initiatives like APEC’s global value chain development blueprint and trade and investment promotion plans.
Focus was also placed on the “five pillars†of economic reform, new economy, innovation, inclusivity, and urbanization. Specific areas included structural reforms, fiscal policies, internet economy, green and blue growth, and strategies to overcome the middle-income trap. Consensus was further strengthened on the Asia-Pacific interconnection blueprint, with discussions on public-private partnerships, investment channels, and personnel exchange.
China played an active role in promoting practical cooperation, with the Ministry of Foreign Affairs and the Ministry of Commerce presenting several initiatives. The Chinese delegation also outlined plans for the leaders’ summit in November and shared the overall vision for the outcomes. Participants praised China's forward-looking and ambitious approach, noting its importance in shaping the APEC agenda for the year.
During the conference, Qingdao hosted cultural events and performances for attendees. Delegates were impressed by the city's natural beauty, rich history, and dynamic economy, which reflected China’s development philosophy and future aspirations.
As the host of APEC, China will organize several key events this year. The third Senior Officials' Meeting and related sessions are planned for August 6–21 in Beijing, followed by the main summit activities from November 5–11. These events mark a significant step in China’s efforts to foster regional cooperation and long-term economic development in the Asia-Pacific.
