In the seminar, Director Zheng said: Small and medium-sized enterprises are now the largest group among Chinese enterprises, and they play an irreplaceable role in promoting economic growth, promoting innovation, increasing taxes, and absorbing employment to improve scenic spots. Director Zheng detailed the policies and regulations on SMEs. Since 2003, the state has issued four documents on the development of small and medium-sized enterprises, and small and medium-sized enterprises have entered the country. The introduction of China’s No. 8 Document No. 3 in 2005 has far-reaching significance, mainly to resolve the fair access at that time. In 2009, the State Council issued the document No. 29 of the State. The National No. 14 document issued in 2012, in which the country pays more attention to the development of small and micro enterprises.

When talking about the current development situation of SMEs, Director Zheng said that the current international market demand is still relatively low, the domestic economic operation has remained stable overall, and all provinces and cities have maintained a growth rate of 7-8%. However, since the second half of 2011, companies have basically encountered problems of one kind or another. The most prominent thing is that the production cost is constantly rising, and the raw materials, especially the labor costs, are rising rapidly, which makes the enterprise difficult to sustain. The second problem is that the tax burden is heavy, many rules and regulations that are not suitable for the current situation, and have not kept up with the society. The footsteps of development have turned into a stumbling block on the road of enterprise development, and called on relevant departments to adjust the relevant tax and fee system as soon as possible, reduce the burden on enterprises, and clear unnecessary obstacles for the development of enterprises. The third problem is that SMEs have poor innovation capabilities and cannot keep up with market changes and demands, leading to stagnant development. Finally, the overall downturn in the international economic situation has hindered the development of foreign-invested SMEs. Many enterprises have reacted. Although they have weathered the financial crisis, the transformation and upgrading of technological innovation by enterprises is a greater test for enterprises, and more needs the help and support of relevant government departments.

Finally, Secretary Zheng talked about the work of the SMEs Division. The first thing is to understand the situation, the second is to provide opinions, and the third is to formulate effective policies for the problems. In 2012, the Ministry of Industry and Information Technology set the year of service for small and medium-sized enterprises, from innovation, financing to information technology to fully serve the development of small and medium-sized enterprises. In 2013, the General Office of the State Council issued a notice on issuing a plan to further support the division of labor for key sectors of the health development of small and micro enterprises. From fiscal and tax support, efforts to alleviate the financing difficulties of small and micro enterprises, innovation and structural adjustment, and market development, The management level, the promotion of small and micro enterprises, the development of small and micro enterprises, and the strengthening of public services for small and micro enterprises, a total of seven 75 specific measures to further support the healthy development of small and micro enterprises. The government must create a good environment for the enterprise, and the enterprise itself must actively transform and innovate to adapt to the constantly changing market.
