The increase in power consumption for two consecutive months does not match the growth rate of high energy consumption.

The National Energy Administration released data on electricity consumption in the whole society in October on the 16th. The data shows that in October, the entire society used 340 billion kWh of electricity. According to the statistics of the national total electricity consumption of 313.423 billion kWh in October last year, the electricity consumption of the whole society increased by 8.5% in October this year. The growth rate is basically the same as the 8.5% increase in September.

However, the electricity consumption data since September and October does not match the value-added data of the six high-energy-consuming industries. According to the reporter's follow-up observation, from the same period of last year, the year-on-year data of 8.5% in September and October was far lower than other months. Before that, the year-on-year growth was 25.95%, the March was 21.04%, and the April was 23.1%. It was 20.8% in May, 14.14% in June, 13.94% in July, and 14.69% in August.

However, the Energy Bureau's material for the third quarter energy conference held on October 25 only mentioned the September electricity consumption data, and did not announce the electricity consumption growth rate. The above 8.5% data is also measured by reporters. In October, only one monthly electricity consumption was announced, with no growth rate and no other data. Before August, the Energy Bureau will basically publish the data on the 14th of each month on time, and will detail the electricity consumption and growth rate of the primary, secondary and tertiary industries in the month.

Looking closely, the electricity consumption data since September and October does not match the added value data of the six high energy-consuming industries.

In May, the Ministry of Industry and Information Technology announced the increase in the value-added data of the six high-energy-consuming industries, which increased by 16.5% in May, 11.8% in June, 10.5% in July, and 11.4% in August, while looking at the growth in electricity consumption, 5 The monthly increase was 20.8%, which increased by 14.14% in June, and increased by 13.94% in July and 14.69% in August. The latter is basically 3 to 4 percentage points higher than the former.

By September and October, the year-on-year growth rates of the six high-energy-consuming industries decreased slightly by 9.7% and 9.3%, respectively. However, the growth rate of electricity consumption during the same period has changed a lot. In September and October, the data has fallen sharply to 8.5%.

Why does the electricity consumption growth rate change from 3-4 percentage points higher than the growth rate of high energy-consuming industries to lower than the latter? Why does the growth rate of high-energy-consuming industries only drop by about 2 percentage points, while the growth rate of electricity consumption has dropped by more than 6 percentage points?

The industry believes that this may have a certain degree of correlation with the hard target of completing energy conservation and emission reduction this year. As many provinces face the arduous task of completing energy conservation and emission reduction targets in the second half of the year, some more extreme measures, such as power cuts, are gradually being adopted on a large scale. It is understood that some regions of Zhejiang, Jiangsu, Hainan, Hebei, Shanxi and other provinces have adopted power cuts in some high-energy-consuming industries in August and September, while Guizhou, Guangxi, Shaanxi and other provinces have adopted punitive tariff policies to contain High energy-consuming industries.
