China has stepped up its efforts to build a national reserve forest

Recently, the State Council approved the determination of forest cutting quotas during the “Thirteenth Five-Year Plan” period, which amounts to only 254 million cubic meters per year. At present, China’s annual total wood consumption is about 539 million cubic meters, and the gap between supply and demand is huge. According to the central deployment, in 2015, China has completely stopped commercial logging in key state-owned forest regions such as Inner Mongolia and Jilin. This year, the commercial forestry of state-owned forest farms in areas other than “natural forest protection projects” will be completely halted. By 2017, commercial harvesting of natural forests in the country will cease. Then, how can the huge timber demand be solved each year?

Import difficult to meet

"The shortage of plates is the easiest way to import, but from an international point of view, in 2014, China imported 51.19 million cubic meters of raw logs and 25.74 million cubic meters of sawn timber, which were 2.8 times and 6 times higher than 2000 respectively. Logs and saws The import volume of wood is equivalent to 93.4% of the domestic timber output, and the import volume of logs and sawn timber in China accounts for more than one-third of the global trade volume, and the international pressure is huge.The Convention on International Trade in Endangered Species of Wild Fauna and Flora has severely restricted the increase in the number of trees traded. To 246, there are 86 countries and regions around the world that have restricted or banned the export of rare and large-diameter logs. The increased risk of broken supplies for imports of rare tree species and large-diameter logs is a direct threat to China's timber safety.” Director of the State Forestry Administration Zhang Jianlong said.

In 2014, China’s timber consumption totaled 539 million cubic meters, nearly four times more than in 2000. The total suspension of commercial logging of natural forests will directly reduce the production of wood by nearly 47.37 million cubic meters, which is equivalent to 60% of the country's total output of commodity timber in 2014. By 2020, considering that natural forests will stop commercial logging, population growth and new urbanization, the timber gap will reach 300 million cubic meters. Zhang Jianlong believes that such a large gap cannot be imported, nor can it rely entirely on imports.

Plantation replenishment

On February 17, the State Forestry Administration issued the "National Reserve Forest System Plan." “China is stepping up efforts to build a national reserve forest base.” Xu Chuande, chief engineer of the Construction Management Office of the Fast-growing and High-Finished Timber Forest Base of the State Forestry Administration, told the “Economic Daily” reporter. As early as 2013, China has started pilot projects for the construction of national reserve forests in seven southern provinces. In 2014, the scope of construction was extended to 15 provinces including Guangxi, Hunan, and Fujian, and 15 million mu of national reserve forest was designated. In 2015, it completed inspections of state reserve forests in seven provinces and regions including Fujian, Hunan, and Guangxi. As of now, the central government has allocated a total of 1.736 billion yuan of funds and completed 29.9 million mu of base construction. The layout areas are identified as the southeast coast, the middle and lower reaches of the Yangtze River, the Huang-Huai-Hai, the appropriate areas in the southwest, Beijing-Tianjin-Hebei, and the northeast, and the specific scale of construction is still being demonstrated. At present, the "National Reserve Forest Construction Plan (2016-2050)" is being intensified.

“Each year, the total output of wood produced by eucalyptus in China exceeds 30 million cubic meters, and the total annual output of wood in the country is less than 90 million cubic meters. Eucalyptus accounts for more than one third of the country’s timber production, which effectively protects China’s timber safety.” Xie Yaojian, director of the eucalyptus research and development center of the Forestry Bureau, said.

In addition, it is also a good idea to process straw from agricultural waste into plates. “The total annual output of straw in China is about 700 million tons, and 70 million cubic meters of plate can be processed, which is almost equal to one-third of the reserves of renewable resources in the key state-owned forest areas in Northeast and Inner Mongolia.” The domestic straw board industry leader Wanhua Ecological Board Industrial Co., Ltd. Policy needs to keep up

China's timber consumption is huge. The national reserve forest base construction scale will be calculated in billions of acres. Where does the huge amount of start-up capital come from? Li Ruilin, director of the Construction Management Office of the Fast-growing and High-yielding Timber Forest Base of the State Forestry Administration, said that the financial issue will be solved through financial innovation. Since December of last year, the State Forestry Administration has successively reached cooperation agreements with the China Development Bank and China Agricultural Development Bank on the construction of a reserve forest base project. The China Development Bank has specifically launched a product with a repayment period of 27 years, a grace period of 8 years, and a benchmark interest rate for the innovation of the Guangxi National Reserve Forest Base construction project. It is by far the most suitable long-term loan for forestry and the most favorable domestic loans. The State Forestry Administration and the Agricultural Development Bank of China jointly established a pilot project for the establishment of a national reserve forest base.

At present, the retail price of ordinary plates for each standard block is 60 yuan, straw board is 138 yuan, and the market price of straw boards is much higher than that of ordinary plates. “The state has preferential policies for raw materials for straw power generation and ethanol gasoline, and the use of crop straws for the production of wood-based panels has not been included in the policy. It is proposed to give straw packaged storage electricity tariffs and to avoid the toll of straw transport vehicles,” said Guo Xingtian.
